FLAGSHIP brings together leading European technology providers to deliver an integrated, multi-layered capability for the protection of critical undersea infrastructure.
FLAGSHIP combines fibre-optic and hydrophone cable sensing (ASN), AI-supported maritime C4ISR (Systematic), uncrewed surface and aerial vehicles with 4D sonar and camera systems (FLANQ/CiS), over-the-horizon radar (Helzel Messtechnik), survey vessel-based multi-beam and image sonar (Teledyne), mini-ROV for sub-surface target identification (Blueye) and AIS monitoring (JDS Ship Monitor).
The sensor and platform suite covers the full detection chain from broad-area surveillance and vessel noise tracking through close-range surface and sub-surface identification, enabling rapid verification and targeted response across the cable protection area.
Systematic’s SitaWare Maritime provides the Common Operational Picture, consolidating sensor data, radar tracks, AIS feeds and event messages to support coordinated decision-making across all participants.
Together, FLAGSHIP offers a modular, scalable and interoperable architecture that transforms distributed maritime sensor data into a coherent operational picture, enhancing detection, classification and response for subsea cable protection.
Consortium participants
Alcatel Submarine Networks (ASN) protects critical underwater infrastructure through cutting-edge Distributed Acoustic Sensing (DAS) and fibre-based sensors. The OptoDAS interrogator provides 150+ km range and high SNR. ASN cable threat monitoring software tracks seabed interference (anchors, trawlers) from 2-3 km away from cables as well as surface vessels (10+ km).
A FLANQ USV, equipped with a multi-aspect survey system, will be tasked to survey seafloor subsea cables and pipelines. The ground-breaking subsea imaging technology will enable precise change detection, identifying anomalies or disturbances that may signal interference or tampering by hostile actors, ensuring maritime infrastructure security and operational resilience.
HELZEL Messtechnik presents a demonstrator of its HF over-the-horizon radar (OTHR) for extended-range ship tracking and detection beyond line of sight for enhanced maritime situational awareness. In cooperation with in-innovative navigation and their MultiSensorTracker, OTHR, AIS and radar data, are additionally merged to generate consolidated vessel tracks with reliable position predictions.
JDS is an innovative German company specialising in real-time transportation data solutions, maritime analytics and maritime intelligence. JDS focuses on collecting, analysing, and processing transportation and mobility data, particularly for maritime, logistics, and security applications. The company provides customised vessel tracking, data-driven risk detection, port intelligence, and real-time multimodal data solutions to a range of private and industrial clients.
Teledyne delivers advanced technology to understand, protect, and defend the marine environment above and below the surface. From Denmark, we have led underwater acoustics for over 50 years, providing sonar and hydrophone solutions to map the seabed, detect objects, and monitor large maritime areas. Above the surface, the Teledyne FLIR thermal imaging camera strengthens the situational awareness even further.
